THE FOLLOWING AGENDA WILL BE CONSIDERED AT THE MEETING:

  1. Call to order
  2. Roll Call
  3. Public Comment (2-minute limit per person) - The Board may not discuss or act on matters raised during Public Comment but may place the item on a future agenda.
  4. Consent Agenda - The Board may consider, discuss, and take action on the following items:
    1. Minutes from meeting held September 16, 2025
    2. Presentation and discussion of financials for July & August 2025
    3. Executive Director's Report
      1. Update on outstanding Tenants Accounts Receivable balances
      2. Update on occupancy rates and leasing
      3. Capital Fund Program project status and expenditures
      4. Correspondence and/or guidance received from HUD
      5. Summary of ongoing and/or planned maintenance projects
      6. Operational issues
  5. Executive Session
    The Board will recess into Executive Session pursuant to § 551.074 of the Texas Government Code (Personnel Matters) to deliberate the Executive Director's contract, outside training opportunities, and related employment terms
  6. Reconvene into Open Session 
    Following Executive Session, the Board will reconvene in Open Session to take action, if any, on matters discussed in Closed Session.

      1. Discuss and consider Resolution 1726 - Housing Choice Voucher (HCV) Payment Standards
      2. Discuss and consider Resolution 1727 - Public Housing Flat Rents
      3. Discuss and consider Resolution 1728 - Procurement Policy to update the small purchase bidding threshold in accordance with recent Texas statutory changes.
      4. Discuss and possible action to approve a paid holiday office closure for December/January
      5. Discuss and possible action to authorize a one-time employee merit pay.
